After about a month, it appeared that they put some restrictions on it. Also, be aware that on PC, when it was first released, it had no icd and was dropping all the time. Rumor has it that you need at least one rank 9 and to be fighting level 68 mobs or higher to get mostly spoils of war. I don't think there's any relation to your enchantment level on what you're pulling from spoils of war, I think the rank of enchantment and level of the mob you're fighting determines whether you're picking up more spoils of war or the lesser bags (the names of the lesser ones escapes me right now, but the rank right under it drops rank 4's & level 55-ish to 69-ish gear). I've also gotten 1 or 2 mount insignias, and loads of profession resources, although my luck with profession resources has been mostly lower-end. I was running 2 rank 9's, pull mostly r5's & r6's with level 70 green unidentified items, with occasional r7's, pearl, peridot, green thaum, & once in a great while a green or blue resonance stone.
